Whilst most governments, cities and organisations see the value of converging their systems, there are significant challenges in the 'actual practice' and 'skill webs' needed of moving forward, as legacy systems and infrastructure are costly to replace.
Diverse (city- and organisation-wide) subsystems are difficult (and often, financially hard to justify) to integrate and multiple providers require an open communication protocol.
